Tried to lubricate with snow

Norwegian Road Authorities at the control station on route E134 at Seljestad in Hordaland (Norway) happened upon a foreign truck with a semi-trailer, with a fifth wheel coupling that was so dry, the driver had problems turning.
The driver had no money and wanted to use snow as a lubricant.
The Norwegian Road Authorities (Statens vegvesen) obviously wouldn’t allow this and he had to wait for a colleague with the correct type of lubrictaion.
The semi-trailer was loaded with old tractors on their way from Norway to Romania when it was stoppet in january 2019. A number of the load securing straps were torn almost through according to the Norwegian Road Authorities.
And if that was not enough, the semi-trailer had summer tires on norwegian winter roads!
